All four (4) of Highland's elementary schools (Johnston, Merkley, Southridge and Warren) receive Title I federal dollars under No Child Left Behind. These federal grant funds are used to provide additional academic support for students that are not performing at grade-level expectations in reading (primarily) and math. The District's Parent Involvement Policy provides more specific information about the program.

Dr. Sherri L. Mitchell is the Title I District Coordinator and collaborates with the district's Title 1 School Level Coordinator, Mrs. LuAnn Keltner, and the principals to provide the resources needed to help our Title I students achieve at grade level (or higher). Mrs. Keltner works with the Title I lead paraprofessionals, paraprofessionals and teachers in each building to provide research-based supplemental instruction to our Title I students.

Parents of students in Title I schools have the right to request and receive information regarding the professional qualifications of their children's classroom teachers as outlined in our district's Parents' Right to Know Letter.
